Citizen of the Year

School Board Member Hubie Owens is Zachary Rotary’s Citizen of the Year.   Each year the award is given to an individual who has performed outstanding service to the community. “Being involved in the arts is a large part of character building, and to be involved with our new Performing Arts Center has been the highlight of my five years on the school board,” said Owens.
