Homeowners Need to Know About
B uilding P ermits , A-1 Z oning , and  Deed R estrictions

Here is some important information for all homeowners:

  • Building on your property , including fences, requires you to first contact the EBRP Department of Public Works Permit Department to ob tain a building permit . I f you live on a co rner lot, it is in your best interest to also have a property survey done to make sure you don’t build on the wrong side of the city’s set-back line . Two unfortunate instances regarding set-back lines have occurred recently in Magnolia Woods Subdivision which caus ed the city-parish to become involved. Deed r estrictions also apply to whatever can be done on your property. Magnolia Woods residents can research their restrictions on our website www.MWCA.net . B e pro-active when it comes to permits to protect yourself !
  • A-1 Z oning (Single Family Homes) restrictions state that parking on the grass is not allowed.  You can only park on gravel or solid surfaces such as concrete , and this does not mean you can park on sidewalks.
  • C ity -P arish C ode contains a noise ordinance which prohibits “any loud noises which are offensive, render enjoyment of property uncomfortable, or interfere with public peace and comfort.”


We would also like to update our residents on the MWCA Beautification Project . After construction of the new entrance marker into our Magnolia Woods area, the MWCA B oard discussed other ways to identi f y our area.

This led to our lat est beautification project , which was completed recently .  It involved planting 30 ornamental trees – So uthern Gem Magnolias and Tulip Magnolias - in the selected properties of residents who were current with their membership dues. 

Random d rawings were made from MWCA’s data base of members to select the properties.  As a gift from the association, trees were purchased and consultations were made with the chosen homeowners regarding tree choice, light and placement.  Board Member Michael Ne uman, led this project , along with resident Franklin Williams who assisted by having the trees professionally planted and fertilized.
